Recommended Resolution Path
- Review startup RAM versus dynamic memory settings across all VMs.
- Check for memory reserve on clustered roles or a large file cache on the host.
- Reduce startup RAM temporarily and validate ballooning behavior.
- Confirm the host is not overcommitted after a recent VM restore or import.
