Scenario

A Hyper-V host shows a VM cannot start because there is not enough memory, even though the server appears lightly used.

Recommended Resolution Path

  1. Review startup RAM versus dynamic memory settings across all VMs.
  2. Check for memory reserve on clustered roles or a large file cache on the host.
  3. Reduce startup RAM temporarily and validate ballooning behavior.
  4. Confirm the host is not overcommitted after a recent VM restore or import.
