Recommended Resolution Path

  1. Test whether explorer.exe is failing by opening Task Manager with Ctrl+Shift+Esc.
  2. Install pending graphics and Windows updates on the host.
  3. Disable bitmap caching in the RDP client for a quick A/B test.
  4. Check whether the server is resource-starved or locked by a runaway profile or startup process.
